Looking through the NRPN section of the Mopho Desktop manual, it seems the largest ranges it uses are 8 bits, e.g.

0 - 254  Filter Envelope Amount;  -127 to +127 

So, maybe the Tetra is the same?  I haven't read the manual for that one.  I did look at the manual for the Moog Minitaur though, and it just said 14 bit CCs, without giving ranges for the allowed values, as far as I can remember.
