Circumstances generally can conspire to change minds - particularly (as you mention) when the statement about no more potential revolves not around desire but logistics. With many of these projects as long as the personalities express interest they always have a chance of resurfacing - like Massace as well. Blixt, Massacre, Material and the like are all part of the 'available' list of projects for live performance that Bill has for promoters. IF someone meets the conditions and the stars align they will play. Unlike, say, Tabla Beat Science (where it might have been taken to it's conclusion anyway, but a 'crucial' member has died) or Praxis, where it sounds as if Bill et all feels that it may really have reached a logical end.
