I have received an answer from Tag/Traum. They admitted that the wording on the site was confusing and sent a clarification. 

 The DVD *WILL* be the full version, so no shortened version will be released. They're hoping to also do a Blu-Ray but aren't sure. They seem concerned with the quality of archive footage not being good enough.
 

 Personally, I wouldn't at all mind a Blu-Ray that occasionally looks a little blurry due to standard definition footage.
 

 So then it's just DVD and possibly Blu-Ray of full documentary, and also a DVD with some bonus features. I'm still not sure how I feel about the bonus features thing, but what can I do? Either way, I want this to get made.
