Did you actually add those apostrophes?  They don't belong.

Did you try substituting "simplejava" with one of the prewritten
externals to check whether the problem was your script vs execution?
Does BBOUT say anything?
Shouldn't "tmp.txt" be path'd?  Perhaps it's trying to create where
there aren't sufficient rights.

If your script does run (but doesn't execute the java correctly), I
suggest adding this line to "simplejava":
  pwd > $BBTMP/set.$$; set >> $BBTMP/set.$$
then see what results.

   add this line
   '*;;wx;;*;*;ext-simplejava-nguyen@somewhere'

   and comment out this line
   #*;;*;;*;*;[email protected]
