RE: {bb} how to configure bb to do this?

Use the "~" to set an "Initial Delay". Read bbwarnrules.cfg.

e.g.:

ftp;;conn ftp;;*;*;pg-admins:~10

Big Brother's cycle is 5 minutes. If the error is present for ~10
minutes, send notification to group 'pg-admins'.
