Nothing.

Yes, if there's a bug in fragmentation, it would be in the core. The 
"apparent" part was there only because I haven't personally seen the bug 
happen or figured out why or under what circumstances, and I did do some 
rather extensive testing while I was writing it, so I'm leaving open the 
possibility it was an operator error or something introduced later, in 
addition to some bug I left in there, is all.
