Typically the full directory does need to be downloaded to be usable.

You have to realise that the directory entries filenames and paths
are just additional strings in the path list in the appropriate
dictionary values in the .torrent file. Each file is still hashed in
the order it appears in the files list of the info dictionary.

partial downloads of files could be in arbitrary order and cant be 
used until the download has completed.

what about partial downloads of directories?
i have some file in the directory that seem complete but are 
unuseable. does the entire directory need to complete b4 the 
individual files can be used?

if the source is corrupt, i'd like to know before downloading all 
8GB of the directory to find out.
