Yes, that's theoretically a set of cidr ranges for Icelandic netspace,
according to
<http://www.completewhois.com/statistics/data/ips-bycountry/rirstats/IL-cidr.txt>.
I'm not sure exactly how accurate it is, but it's based on the country
data in the WHOIS info for the RIRs.
