It's a requirement for consistency.
A user should be able to run 2 different .torrent-generating programs on
the same fileset to arrive at the same (functionaly, if not
byte-for-byte) torrent file.
If 1 of them sorts the file list (and every torrent generator I'm
currently aware of does), and the other one relies on the OS for file
ordering, then they will give incompatible torrent files (sha1 will be
different, since files has entries in a different order).
