It can be done, but it's expensive. E.g. create a DHT overlay and then
search for a random key, and get the peer supposed to store the key. A
random peer. Do n times for n peers. Overhead: usually around n*log N.
(Where N is the size of the swarm and n still the number of desired
peers.) A damn lot more expensive than getting from a tracker though.
Might still be feasable though, since it's "cheap" bandwidth that's used
(peer bandwidth vs tracker bandwidth). Surely there are smarter, more
effective and specialized systems.
