RPM issues with 3.9

One can build an RPM directly from a tarball with a command like "rpmbuild 
--rebuild packagename.tar.gz". This requires that there be a single spec 
file in the tarball. For BT, this can be accomplished by running "python 
setup.py bdist_rpm --spec-only" before running "python setup.py sdist". But 
I'm not sure how to have a manifest for the tarball that includes the spec 
file created by bdist_rpm and one without the spec file for bdist_rpm.

The email address in the spec file gets an extra set of angle brackets 
applied by bdist_rpm, so no angle brackets should be included in 
author_email in setup.py. setup.py should supply a one-line summary 
attribute and a paragraph-long description attribute.
