Its very useful for some applications.
Think of make a torrent of a live TV broadcast. People could start downloading
while it was still broadcasting.

when the next data -18- arrives, hash 15 has to change, which is a problem.
2. Any thoughts on how new root hashes (and size info) will be distributed?
