Works great.   Install to an appropriate location (\Program Files\BNR3\ 
should work), place the INI and data files in an appropriate location 
(%userprofile%\appdata\roaming\BNR3\ is ideal), create an appropriate 
shortcut, for example,

"C:\Program Files\BNR\BNR3.exe" -ini 
C:\Users\Dave\AppData\Roaming\BNR3\NZB.ini

And you're laughing.

Alternatively, if you have some obsession with bad practice, place the 
app and data in the same directory and give yourself full control over 
that directory (you personally, not by proxy as a member of the 
Administrators group)
