Cacti does support (more or less) what rrdtool provides as graphing results.
And I'm not aware of a horizon graph in rrdtool.
There are (custom) plugins out there, that use custom graph types beyond rrdtool
but retrieve data from rrdtool files. But that's not stock Cacti
