Oh, I hate those "caveats", especially when they are not discussed with those
who would be able to answer/help. We have a http://forums.cacti.net, where we
provide help. And we honestly request to use the official Cacti documentation,
e.g. at http://docs.cacti.net/manual:087 as a base and the first choice for
information.
And, again honestly, I'm not aware of a system that is able to handle that
amount of SNMP request as Cacti does. Yes, there are target systems that like to
avoid that SNMP stress (e.g. requests against Windows file system usage is known
to not perform with ultimate speed due to the target system, not due to Cacti)

Before trying to wait 50 times for a host that is down to get 50 different
values, we check that very host for reachability. There are some options how to
check that host "as a whole", but you will have to chose the "correct method".
E.g. the SNMP test checks for sysUptime. In case the device does not respond, we
say it is "down", even when it is "up".

Please start there and come back with more information about that very host.

Yep, we use snmpget for specific OIDs, as usual.

We are able to use snmpbulkwalk for SNMP V2c host to reduce the number of
packets transferred. But you are able to deactivate this on a per host base.
