- check if your cacti server is able to send email
  from console ---> configuration settings --> mail/dns ---> send a test email

- check if the user you want to sent mail to has a valid email address
defined in
  from console --> user management --> click on the user

- define/trigger a test treshold on a sample graph, for example, a
disk space above 10% of usage, user connected to a server major than
two and see it becoming red from the thold dashboard next to graphs on
the gui interface.

thold breached are of course logged in the normal cacti log that you
can see from

console --> utilities ---> view cacti log files

search your email address or the world THOLD on it, a sample line could be
