There were two issues involved. First, when Cacti's php scripts are run 
to query the localhost's SNMP daemon (netsnmp), it now appears to do so 
with IPv6 only by default. The SNMP daemon was already listening on IPv6, 
but it didn't have 'rocommunity6' set to 'public' in snmpd.conf, so 
adding that directive got it working again.

Second, Cacti had already been configured to contact all of the remote 
SNMP daemons via IPv6 using a hostname prefix: 'udp6:host.domain.tld'. 
Now the remote hosts are contacted via IPv6 by default, but it doesn't 
work unless that prefix is omitted.
