Energy of writing to set-associative cache

Hi All, On fast mode, the cache tags and data ways are accessed in parallel in set-associative cache. When writing to this cache, I think the tag check will perform first and the data will write to the cache after determining which way to write. Thus, the write operation will only access one way of the cache, and the energy should be much lower that read operation. However, I found that the write and read energy of such cache is the same in Cacti. I was wandering if I made some mistake on this? Can anyone give me some ideas? Any idea will be appreciated!
