Why are you running that MySQL statement as another user, why don't
you connect to MySQL as that user?

Can you connect to MySQL as that username and password combo, and
execute "use cacti" and "show tables" ?

Does that user have the correct privileges, what is the output of
"show grants..." ?

Are you connecting via unix socket or TCP socket? Is Cacti doing the same?
