I've used windows and linux successfully and have both in production at
various locations.

Use whatever OS you're comfortable with.

If it's Linux try CactiEZ http://cactiez.cactiusers.org/

If it's Windows try http://forums.cacti.net/viewtopic.php?f=3&t=14946

If you don't have a preference I suggest going the Linux route.
