Color Templates

I would like to create a new color template.

When I create one and add colors to it, I find that I only have the 
choice of 14 colors, most of them some shade of Blue, with Maroon, 
Firebrick, Purple and Mahogany to name a few.

How can I create a color template with more colors (the odd green would 
be useful).

Find this in 1.1.24 and also 1.1.19 (we have a number of installations).
