The httpd processes run as user "www". The cronjob runs as user "cacti". The cache directory was originally all chmod 755 and user cacti and group cacti. I made these changes and waited a while to see if anything would change, but it didn't. For what it's worth, when I go to a device's configuration page, the "SNMP Information" section at the top does show data from that system. So it seems SNMP connections are working.
