Looks like that timeout was for two devices that were decommissioned in
2017 and a third device that was seriously reconfigured.  My guess is that
the third device just doesn't allow SNMP queries any more.  So these are
just a different issue all together.  I've disabled those hosts now.

The httpd processes run as user "www".  The cronjob runs as user "cacti".
The cache directory was originally all chmod 755 and user cacti and group
cacti.  I made these changes and waited a while to see if anything would
change, but it didn't.

For what it's worth, when I go to a device's configuration page, the "SNMP
Information" section at the top does show data from that system.  So it
seems SNMP connections are working.  At this point (after disabling the
devices I mentioned above) the last few lines of the log file look like
this:
