JavaScript is enabled but Cacti won't be installed

Hi, I am trying to install Cacti on windows server 2012. As I checked the Firefox browser, the javascript is enabled. I verified that using "about:config" and search for javascript entries. However, when I enter "/cacti" in the browser, it says You must have JavaScript enabled for this to work. Any thought on that? Regards, Mahmood
