Erm, I haven't looked at the tarballs yet, that the tarballs should
include configure already.

The reason, why there is no configure in cvs or git is that you want to
avoid having autogenerated files in your scm. But configure is really
meant to be in the tarballs.
make dist should just create the right thing.
