if you look in the dhcpd.leases file, can you show us a sequence of leases for a given device? I'm curious to see what is changing with each subsequent lease. there must be something which causes the old lease to not be selected.

With the 15 minute renewal, are you setting the minimum and maximum lease times, or is the device hard coded with that lease time? most dhcp clients renew half way through the lease time, so it looks like either the server or client has a 30 minute lease time.

I have some devices that are renewing their IP addresses at an interval of 15 minutes. The problem is that after the DHCP Server is offering the new IP, the old one is blocked and cannot be used. For the moment the workaround is to manually bind the IP to the MACs that are facing this issue. This way that MAC is not changing the IP.
