DNSSEC subject to patents

FYI, subject says it all.  And the IESG knew about this, but didn't tell 
anyone, while silencing complaints.

This announcement doesn't really tell the whole story. Glassey filed an
IPR disclosure in 2003 (https://datatracker.ietf.org/ipr/201/) which the
security people who reviewed DNSSEC knew about, but didn't disclose to
the DNSEXT Working Group when they reviewed DNSSEC.

This is double disappointing because during this same timeframe, I was
complaining that the DNSEXT Working Group wasn't complying with RFC3979
on other matters, and the (then) IPR-WG chair Steven Bellovin falsely
stated that RFC3979 didn't apply.  I was silenced, but have since been
vindicated.  The symptom here is that questions of fact have instead
become questions of power.
