DJB appears to disagree.  But you're the one who invented the useless
notion that there is somehow a distinction to be made between
'intentional' query repetition and 'inadvertent' query repetition, as
though there is a difference.  There is no difference: 'inadvertant'
repetition is just as useful when an inconsistency is detected as
'intentional' repetition.  I can't say what was in DJB's mind, but I
suspect he meant not to worry about eliminating repetition, as it was a
bit of a guard against forgery.

Sorry, I try not to read anonymous hacker pages due to XSS
vulnerabilities in my browser. Do you have a credible source, say the
[email protected] archives?

And one wonders what I did to inspire such emotion.  Refuting technical
arguments doesn't seem to be sufficient cause for such strong emotions.  
I have indeed inspired some strong emotions in others (only a handful as
strong as yours), but it was eventually discovered that they were
dishonest and they were upset about the exposure and disruption of their
scams.  Some of their low-level minions were also incited on false
claims against me (e.g. some were told I was a spammer)---but you don't
/appear/ to have been influenced by someone else; and unlike those
minions, you aren't falsely accusing me of being something like a
spammer; you're just expressing anger over being refuted.  It seems to
be a personal problem.
