As far as I understood the article, to author proposes to use the CLASS in 
the DNS to construct regional DNS spaces (and avoid 'balkanisation'). Thus, 
ICANN still manges the overall system, while the content -- lets say -- 
records with CLASS=CN belong to China, CLASS=FR are under the 
responsibility of France (ok thats essentially RIPE); including perhaps the 
capability of IDN.
