I'm not sure you read enough of it, or that I understood it well enough :-)

But here's my understaninding of the what's stated overtly and my reading
between the lines based on what I know about the global politics of the
root server issue.

First, the regional dns spaces was just an example given - something
almost anybody could grok without having to care about issues like
"competition to icann".

Second, note the ITU involvement. They've been seeking relevance to the
Internet for ages, ever since their reason d'etre went away (coordinating
analog POTS parameters: voltages, signally levels etc). Every looking
for some way in they've aligned themselves with the UN WSIS activities
who wold like the UN to be in control of the legacy root zone (something
the icann+nsi poeple just laugh at in private, while saying "ah, interesting"
in public)

Third, the idea to use other classes seems to have originated with
Dr. Francis Muguet in Geneva, (who found easy allies with WSIS and
the ITU) whose interests in the semantic web, I'm guessing, came
at odds with the icann stranglehold on the DNS space - and don't
kid yourself about icann ever making new tlds, they're still, 13
years later, 2 years away from whenever you ask.

Muguet, who I've never talked to, apparantly has the same goal
as I did in 96, which is development of the semantic web by
creative use of the name space. Sadly all my efforts got caught
up in paranoid US politics and the bullshit cybersquatting
trademark and $$$ issues that were easy to paint everybody that didn't
follow the I* party line with.

Classes might be an elegant solution to the TM lobby stranglehold
on the legacy space. And don't kid yourself if you think anybody
else is driving this. Just last week I got an email from a former
NSI CEO (on facebook of all places) who pointed out we have no
idea how powerful the TM lobby is.
