Yes there is a time restriction. As soon as the legitimate response
comes back from the server, the attack has to start over.  Late
responses second responses are tossed.  The attacker can continue
starting over, and given enough time, will eventually succeed---that is,
if no one notices the spike in traffic and shuts down the attack.
