I'd like to offer a better definition of "license"

It is permission, implicit or explicit, for someone (a legal entity) to do
that which is otherwise illegal.  a Person is [corporation, trust,
partnership, individual], that it, a legal fiction.

an Individual is (in vernacular) one who speaks or acts (binds) a Person who
cannot perform; a Person is a dead, legislatively-made, creature (lacking
mind, moral and common sense) being a fictional name covering a group of
People to conduct business with a new name with legislatively-given
privilege.

However, when a man or woman, that is, a member of The People applies for a
license, they exchange one or more birth-rights (such as the right to
travel) for the privilege of driving along with the privilege of limited
liability; obedience to codes, rules and regulation is also imposed upon the
Person.  These are contracts of adhesion because there is no opportunity to
negotiate before signing.

Finally, a legal maxim says, "fraud vitiates all contract"; another says
"when one is silent where there is a duty to speak, fraud is evidenced"
(that is the essence if not the exact quote)

and on a lighter note to put Pelosisms in a proper light, "it is better for
a fool to remain silent than to speak and remove all doubt" (or something
like that)
