The way the configuration is handled has changed between 9.21.14 and
9.21.15. It shouldn't change anything from user point-of-view, but if
something's wrong (in particular, with a Prohibited EDE), I am
particularly curious to compare your configuration and effective
configuration's ACLs.

Also, as Greg mentioned, `rndc querylog on` will be helpful too.
