It looks right.  You're saying that in the query from an earlier email:

select ttl, type, case when type='TXT' then concat('"',
data, '"') else data end as data from dns_record where zone_id =
'0-26.0.168.192.in-addr.arpa' and host = '@'

and using the data above with the host field set to '@', no answer was
being given back to bind-dlz.

Does dig report anything useful?

dig -t any @ns1.we-dare.net 1.0.168.192.in-addr.arpa
followed by
dig -t any @ns1.we-dare.net 1.0-26.0.168.192.in-addr.arpa

A regular bind server reports it like this <snipped> output:

$ dig -t any 123.188.35.216.in-addr.arpa
;; QUESTION SECTION:
;123.188.35.216.in-addr.arpa.	IN	ANY

;; ANSWER SECTION:
123.188.35.216.in-addr.arpa. 3600 IN	CNAME	123.112/28.188.35.216.in-addr.arpa.
