Yes it can be done.  We had a thread with this question about 2 months
ago.  Let's look at your data.

us.example.com |@          |604800|ns       |null        |ns1   |
us.example.com |ns1       |604800|a        |null        |10.7.20.2    |

That makes an NS record for us.example.com that uses
ns1.us.example.com, and then defines an A record for
ns1.us.example.com with the IP 10.7.20.2.

Try that and see how it works.
