Find out how long of a delay, if any, there is between when the init
script says it's started until it actually accepts connections.  In
the case of mysql, the init script doesn't return until the service is
fully started (or it times out).  Mysql doesn't actually accept
connections until the service is completely started, so if the init
script says it succeeded, it's immedately available.  Is Postgres the
same?  Or is there some duration at the beginning where the service is
up but not yet allowing connections to succeed?  Sorry for the SWAG.
