DiG: Path set via SSLKEYLOGFILE is ignored

Hi,

I'm having trouble logging into gitlab.isc.org <http://gitlab.isc.org/> using my gmail, so reporting the bug here.

With DiG 9.20.11 I noticed that when the SSLKEYLOGFILE environment variable is set, the utility always writes the related output to STDERR. The actual path is ignored, it doesn't even create the file.
