changes to max-refresh-time are ignored

Hi!

I set max-refresh-time: 60.

zonestatus reports:
        wait: "54 sec between attempts"


Then I changed max-refresh-time: 90 nad restarted NSD, but NSD still
uses the old value.

Only after "rm /var/lib/nsd/xfrd.state" the new value is used.
