Problems with Updates?

Trying the following syntax gives me this error:

[root@dev updates]# /bin/rpm -Uvh --replacepkgs --oldpackage *.rpm
error: failed dependencies:
        openssl = 0.9.6b-32.7 is needed by openssl-devel-0.9.6b-32.7
[root@dev updates]# rpm -q openssl
openssl-0.9.6b-32.7
[root@dev updates]#

I'm a bit confused by this.  Anyone else getting this error?  All the
appropriate rpms are in this directory.

I will report to [email protected] as soon as I'm sure it isn't my own user
error.
