FWIW, in section 6.2 of ftp://ftp.ee.lbl.gov/papers/vp-tcpanaly-sigcomm97.ps.gz
there's discussion of inferring that way back in the Dark Ages (mid-1990s)
multiple TCP implementations did indeed respond to Source Quench.
