Yes. Particularly the separation of flow control and congestion control
does not come naturally but is a definition.
In a packet switching network a packet travels through a number of
switching nodes. So you have a sequence of flow control problems.
And not "a sender", some "nebulous path which may be congested", "a
receiver with a flow control problem".
