Looking at this latest sequence of notes on this thread, I think that 
what's missing is any sort of summary problem statement, put into 
essentially non-technical, functional terms, without directing the answer.

By non-technical, I don't mean anything as extreme as prohibiting 
reference to layers or the like, but that functional separation needs to 
be described in very basic terms, with an explanation of what major 
improvement is achieved by satisfying that need.

For reference, "multi-homing" is an example of an appealing need, but 
it's too broad a concept.  For example, host multi-homing versus net 
multi-homing is an important basic distinction.

Similarly for mobility.  The different styles of mobility can get solved 
in /very/ different ways, for different host functions.  So it's 
important to clarify.
