think, VJCC and CUTE would pursue the same purpose and the "equilibrium
window" CWND and the optimum workload "path capacity" or "path space" in
CUTE are the same.

No way.

And NB: As queues (in queueing theory) are often considered unlimited, a
self clocking TCP flow is necessarily in equilibrium state from its very
beginning. The challenge is to maximize its performance, hence to find
the right trade off between avoiding both, idle times and abundant queue
lengths.
