For what it's worth, the build system for 5.5 would now allow the MII 
functionality to be placed in a separate file, e.g. drivers/net/mii.c, 
where it could be used from any driver with an MII.  This is the way that 
Linux does it.

I'm unlikely to get round to doing this in the near future, but it would 
make a good mini-project for someone wanting to get involved.
