The network setup is fairly simple.  Both systems are directly
connected via modest length cables to a NETGEAR FS105 5-Port Fast 
Ethernet Switch.  There is an uplink to a larger, private network.
The other two ports on the switch are disconnected.

As it works with an Intel Pro/1000 NIC but not with a Broadcom NIC
does that suggest that the Broadcom NIC is at fault?  Or is it more
complicated than that?

Are periodic ARP 'who has?' requests a feature of the Linux ARP
implementation?

Any suggestions as to what to investigate next?
