gPXE supports proxyDHCP already.  Please use gPXE.  If that doesn't 
work, please feel free to describe the failure mode.

gPXE developers have read the Intel PXE spec.  They've also worked 
together with Simon Kelley for dnsmasq compatibility a couple of times.
