gPXE can be configured by editing files in src/config/*.  Start with
src/config/general.h and src/config/defaults/pcbios.h.

To enable an optional feature #define it.  To disable an optional
feature #undef it.

After rebuilding, you should be able to see a size difference.  You
might also find the .sizes make target useful for an overview of
*uncompressed* object code size (try make bin/10ec8139.rom.sizes).

If your total budget is 32 KB then it may require effort beyond just
setting config options.  What features do you require from the network
boot ROM?
