It's a nvidia 790I ultra with the latest P08 bios.

What I ended up doing was after it failed on trying to boot the iSCSI drive (expected) CTRL-B and typed to commands to have it pxe boot a windows PE environment. Once that came up I ran setup off of the dvdrom and everything has been working great since.

Good day David,

Unfortunately, we've received multiple reports where exiting gPXE does
not fall through to the next BIOS boot device in the BIOS boot order.
It might be handy to have a record of the BIOS &/ system involved in
your scenario.

As a workaround, you could possibly install GRUB4DOS to the iSCSI SAN
target. gPXE would actually boot it on the SAN, then you could use
GRUB4DOS' CD-booting capabilities to continue booting the installation
disc from your ODD (optical disc drive) media. Fairly ugly, I know.

The GRUB4DOS commands would go something like:

cdrom --init
map --hook
root (cd0)
chainloader (cd0)
boot
