In regards to your concern about a SAN-booted Windows 2003 failing to
start the non-SAN NIC:

Does the NIC start properly if you boot the computer from an HDD with
the exact SAN image on it?

Have you tried completely uninstalling the troubled NIC and
re-installing it?

Is the second NIC the same as the SAN-booting NIC (same driver and/or
same PCI VENdor and DEVice IDs)?
