Max of 9 lines on menu.c32?

Hello Etherboooters,

I'm using menu.c32 from syslinux 3.82.  I would like to have about 25
choices on the menu, but I can't to display more than about 9 entries.  It
scrolls the window of 6 lines and stops at 9.  Setting MENU RoWS higher just
makes the scroll window bigger.  Sometimes only half of the last line (9)
gets printed.  Here's the top of the menu.cfg file.  Same problem with
vesamenu.c32.

Also, the F1 key doesn't seem to do anything.  I have a file called help.txt
in the same directory as menu.c32.
