iSCSI requires a persistent connection to TCP port 3260, which
Symantec/Norton Internet "Security" probably views as suspicious.

I don't use Windows much, and don't have much of a recommendation on how
to deal with this problem.  You might speak to the folks at Symantec or
ask on some Windows-oriented mailing lists or bboards.
